'Non-played' characters. Every game seems to take a different approach to NPCs. Here is ours.
DL has two significant categories: characters and NPCs. NPCs are just characters who don't have a journal and therefore aren't officially in the game. That's it. dirty_one is used for any NPC being featured in a roleplay.
All NPCs, even ones that aren't played at all, have a player. You cannot use an NPC you haven't created yourself. Even though they don't have a major role in the game, they are not up for adoption or reinterpretation unless you get permission.
